Broadcast Operational Notes

The Commonwealth Heads of Government meeting (CHOGM) will be held in Coolum, located on Queensland's Sunshine Coast from 2 to 5 March 2002. The Australian Broadcasting Corporation (ABC) will be the Host Broadcaster for the meeting. In order to provide the necessary services and facilities to accredited broadcasters for the meeting, a Broadcast Centre will be established at Hyatt Regency Coolum within The Media Centre.

THE HOST BROADCASTER COVERAGE SUPPLIED INTO THE MEDIA CENTRE WILL INCLUDE LIVE AND RECORDED FOOTAGE AS FOLLOWS:

  • Airport arrivals (recorded only)
    Footage of the Heads of Delegation arriving at Maroochydore Airport from Thursday 27 February 2002
  • Opening ceremony (live)
    The Opening Ceremony will take place at Hyatt Regency Coolum on Saturday 2 March 2002. The host broadcaster will feed live coverage without commentary of this event to the Media Centre for guest broadcasters
  • Main Conference Room (live)
    Daily media briefings and media conferences in the Main Media Conference Room
  • Selected daily arrivals of Heads of Delegations for executive sessions (recorded only)
  • Executive sessions (recorded only)
    Photo/visual opportunities
  • Spouses' Programme (recorded only)
    Vision of functions involving the spouses of Heads of Delegations on Saturday 2 and Sunday 3 March 2002.

Please note all host broadcaster vision will be delivered in 16x9. Aspect ratio conversion is available through the ratecard

All recorded footage will be replayed in the Media Centre as quickly as possible. Information regarding the play out schedule will be available on monitors throughout the Media Centre

One-on-one Interview room
This interview room is equipped with cable for signal feed to Broadcast Centre Master Control, TV lighting, four tub chairs and a coffee table. There is a choice of two backdrops in this area. The first is a daytime reproduction of Hyatt Regency Coolum, Coolum. The second is a Sunshine Coast sunset image, both are 2.5m in length x 1.8m in height and are subject to availability.

The one-on-one room may be booked as a "live" room using the TV lighting and cabling or as a standard interview room.
Live rate per 30 minutes: AUD 82.50 (includes 10% GST)
Standard interview room: No charge*
* No access to TV lights and cabling.

Broadcast Editing Suites

Edit Suite 1 - 3 x Digital Betacam machines (including equipment for dissolves / wipes etc but excluding character generator and digital effects). With colour bars, tone and line to Broadcast Centre Master Control for direct play out. Editor included in rate regardless of whether used or not.
Rate per hour: AUD 165.00 (includes 10% GST)

Edit Suite 2 - 2 x Digital Betacam Machines (cut edits only). With colour bars, tone and line to Broadcast Centre Master Control for direct play out. Editor included in rate regardless of whether used or not.
Rate per hour: AUD 110.00 (includes 10% GST)

Edit Suites 3 - 11 - 9 x Furnished edit rooms consisting of 1 desk, 2 chairs, a pay desk top telephone, local telephone, vision and audio line back to Broadcast Centre Master Control Room. Guest Broadcasters will bring in their own monitors and editing equipment and will be able to play out direct.
Rate per hour: AUD 55.00 (includes 10% GST)
Rate per day: AUD 440.00 (includes 10% GST)

Radio Edit Suites 1- 4 - 4 x Furnished edit rooms consisting of 1 desk, 2 chairs, a pay desk top telephone, local telephone, vision and audio feeds from Broadcast Centre Master Control, microphone headset, record/replay, digital D-Cart edit system, radio operator support. The portable D-Cart system included has 64 hours of storage.
Rate per hour: AUD 55.00 (includes 10% GST)
Rate per day: AUD 440.00 (includes 10% GST)

Radio Control Room - Technical Support room equipped with radio engineer and ISDN access.
Rate per min ISDN usage AUD 3.85, minimum 15 minutes (includes 10% GST)

Spillover Room
A room with ten workspaces and ten audio and vision splits to accommodate video recording machines. No charge

Master Control Room (MCR)
Situated in the Broadcast Centre for switching signals and router to the Venue's Master Control Room or out to GlobeCast facilities (for uplink to appropriate satellite).

Vision and audio (VandA) circuit Pal Single - includes 1 x vision circuit/1 x stereo audio pair between Broadcast Centre MCR and private office space.

VandA Circuit PAL Package - includes 1 x router panel with associated vision circuits/stereo audio pairs and talkback panel between broadcast centre MCR and private office space.

Videotape play out
PAL Digital Betacam, DVC Pro, SX & SP Betacam from Broadcast Centre MCR

The Tape Room
Recording/Dubbing facility with a total of 3 x Digital Betacam Machines, 1 x SP Betacam Machine, 1 x Panasonic DVPro50 and 1 x Sony J3 for recording "live" media recordings from the Main Media Conference Room and Opening Ceremony and ENG pool footage material and dubbing. The Digital Betacams record in Digital, but have the capability of playing both Digital and SP Betacam formats, providing more flexibility in recording and play out services. Dubs will be available of ENG Pool Footage and live media recordings from the Main Media Conference Room and Opening Ceremony.

Please note: No charge in excess of the below listed record/dub rate will be incurred for conversion from PAL to NTSC.

Selected archival material on SP Betacam (PAL and NTSC) will be available for borrowing from the Broadcast Centre Information desk free of licence charges. The type of images available: Aerial footage of the Sunshine Coast and Brisbane, Australian cities, Aboriginal images, schools, sports, pubs, beaches. Tapes can be signed in and out from the Broadcast Centre Information Desk.

ENG Crews
Limited number of 2 person experienced Crews (Camera Operator, Sound Recordist, SP Betacam camera and kit consisting of Zoom lens and Servo, tripods, lights, matte box and filters, 2 radio microphones and vehicle.) Stock is not included in this rate. Mileage rate applies outside Coolum area @ $0.72/km

HOST BROADCASTER PAYMENTS

All payments are to be made by cash, credit card or travellers cheques - Australian dollars (AUD) only.

HOST BROADCASTER CANCELLATION POLICY

Rate card items (excluding VandA & technical power):
More than 5 days notice - 90% refund.
Between 5 days and 24 hours notice - 50% refund.
Less than 24 hours notice - no refund.

VandA & technical power:
Prior to 22 February - 90% refund.
After 22 February - no refund.


SPECIAL NOTES

  • Bookings can be re-scheduled subject to availability.
  • All rates are in Australian Dollars (AUD) and include 10% Goods and Services Tax (GST).
  • Power Supply: The power supply to private office space will be 10amp 240 volt ac with a 4 outlet power board per desk. Should your power needs exceed this please contact Leeann Cole, Broadcast Services, CHOGM 2002 Task Force for a quote on your requirements.
  • All host broadcaster footage will be delivered in 16x9. There will be provision on site for aspect ratio conversion.

GUEST BROADCASTER INFORMATION

SATELLITE TRANSMISSION DETAILS

INTERNATIONAL
GlobeCast Australia Pty Ltd has been appointed as the official supplier of international satellite delivery services. GlobeCast will provide a digital uplink facility at Hyatt Regency Coolum that is capable of uplinking multiple 8 Mbps MPEG2 digitally compressed video signals with their respective audio signals to the appropriate satellite transponder channels for reception at international destinations.

DOMESTIC
Australian Local/Domestic Networks are invited to contact the CHOGM 2002 Task Force in order to make the necessary arrangements for locating domestic satellite delivery equipment at Hyatt Regency Coolum using their own facilities or facilities operated by sub-contracted third parties.
Restrictions will be placed on these networks, and/or third parties, from carrying CHOGM related news material to international destinations, if their intention for doing so is to bypass GlobeCast's international delivery arrangements at Hyatt Regency Coolum. These networks will be requested to agree to this principle in writing.

CLOSED CIRCUIT TELEVISION
Closed Circuit Television (CCTV) is available and monitors and cabling can be hired via the Media Services Order Form. This form can be located on the CHOGM website www.chogm2002.org/media/hire_form.html
CCTV is for viewing purposes only. Stocks are limited, please place your order as soon as possible.


Screening of Guest Broadcaster Equipment

There will be facilities at the back/staff entrance to Hyatt Regency on Warran Road to accommodate screening of hand held equipment. Larger equipment will also need to be screened at the On Site Screening Centre, which will also be located at the back/staff entrance on Warran Road.

The Screening Centre will be operational from 8.00am on 26 February 2002. It is important that when equipment is presented at the On Site Screening Centre for inspection there is a technical expert present so that questions in relation to your equipment can be answered, thus ensuring as little disruption and delay as possible. There is no facility to book a screening time in advance.

Bump in of equipment into The Media Centre is available from 8.00am - 8.00pm, 21 - 24 February 2002 inclusive, after this date any equipment must be presented at the On Site Screening Centre prior to entering the property. Please note that no equipment can be delivered or installed on 25 February 2002.

It would greatly assist planning if guest broadcasters could liaise with Leeann Cole, Broadcast Services, CHOGM 2002 Task Force in regards to their bump in schedule.

Bump out will be available from 0700 on 6 March 2002.

Please note, accreditation will be required to access the property from 26 February - 6 March inclusive. Accreditation can be collected from Sunshine Coast (Maroochydore) Airport from 25 February - 5 March inclusive 7am-9pm.

All electrical equipment used by Broadcasters must be tagged and tested in accordance with the Queensland Workplace Health and Safety Regulations and Australian Standard 3760 - 2000.


Australian Communication Authority (ACA)

Guest Broadcasters are requested to contact the ACA if they intend using the following equipment: studio transmitter links, satellite communication links, and video link equipment, wireless microphones & personal short-range radio.
